Forterra and Tacoma Housing Authority (THA) have jointly commissioned a retail market study for the Hilltop neighborhood. It will help inform the future of commercial space development around MLK.

The feedback from community members has stressed the importance of maintaining diversity in the Hilltop and honoring its historic African American roots. Based on this feedback, both THA and Forterra have committed to prioritizing BIPOC owned businesses for their commercial/retail spaces. They want to make sure the commercial district along Martin Luther King Jr Way provides the types of goods and services desired by the community and results in a thriving and financially sustainable district.
